WTV (Windows TV) recordings from Windows Media Center contain broadcast television with MPEG-2 or H.264 video and AC3 or AAC audio, plus EPG metadata covering program title, description, channel, and recording time. The format was Microsoft's successor to DVR-MS, featuring an NTFS-like container designed for real-time TV tuner recording. AMR (Adaptive Multi-Rate) is a narrow-band speech codec optimized for voice transmission, standardized by 3GPP for use in GSM and UMTS mobile networks.
Since Windows Media Center was fully removed from Windows 10, WTV files have become stranded in personal archives. Many users have years of recorded TV content — news broadcasts, interviews, talk shows — where only the spoken audio matters and the video is unnecessary.
Converting WTV to AMR extracts spoken-word audio from TV recordings at extremely small file sizes. AMR encodes speech at just 4.75-12.2 kbps, producing files that are tiny enough for MMS messaging, cellular transmission, and storage on the most constrained devices. This is specifically useful for voice-centric TV content like news, interviews, and talk shows.
AMR sacrifices music fidelity for speech clarity, making it inappropriate for concert recordings but ideal for extracting dialogue, commentary, and narration from WTV files at minimal file sizes.
FFmpeg demuxes the WTV container, discards the video stream, decodes the AC3 or AAC audio track, downsamples to 8 kHz mono (AMR-NB standard), and encodes using the libopencore_amrnb codec. The AMR-NB codec operates at fixed bitrates between 4.75 and 12.2 kbps. EPG metadata, closed captions, and multi-channel audio are all discarded. The narrow-band 8 kHz sampling rate inherently discards all audio content above 4 kHz.
AMR is a speech-only codec — it preserves intelligible voice but severely degrades music, ambient sound, and high-frequency content. The 8 kHz narrow-band sampling rate means the output sounds similar to a phone call. For news broadcasts and interviews, the spoken dialogue remains clear and understandable. For music content, AMR is an extremely poor choice and other formats should be preferred.
