FFmpeg decodes the MP1 bitstream and re-encodes to MP3 (libmp3lame) or AAC (aac) within an FLV container. For audio-only FLV, only the audio stream is written with FLV tag headers. FLV supports MP3 at up to 320 kbps and AAC-LC at up to 576 kbps. The FLV muxer handles audio packet timestamps for streaming compatibility.
Quality depends on the output codec and bitrate. MP3 at 128-192 kbps in FLV provides good quality from MP1 sources. AAC at 128 kbps provides better quality at the same file size. Both are adequate for the web-quality content that FLV was designed to deliver.
