Even though 3GA originated on Android phones from Samsung and LG, the format was specific to certain manufacturer voice recorder apps and is not well-supported across the broader Android ecosystem. The 192 kbps AAC bitrate is deliberately chosen to balance quality and file size on mobile devices. The Android Audio preset encodes to AAC-LC (Low Complexity) at 192 kbps with a 44.1 kHz sample rate in an M4A (MPEG-4 Part 14) container. AAC-LC is the audio codec that Android's Compatibility Definition Document (CDD) mandates all certified Android devices must support. The encoder uses two-channel stereo output with a constant bitrate for consistent streaming behavior. This configuration is compatible with Android 3.1+ (API level 12+), covering virtually every Android device in active use today.
At 192 kbps AAC, the output substantially exceeds the quality ceiling of the AMR source material. AMR-NB voice recordings from 3G-era phones are limited to 3.4 kHz bandwidth, so the AAC encoder has more than enough headroom to represent the decoded audio transparently. You could use 64 kbps AAC and still get transparent quality for this source material, but 192 kbps was chosen for the preset because it also handles higher-quality sources.
