OGG Vorbis is Xiph.org's open-source lossy codec, popular in gaming, Linux, and web applications. AMR (Adaptive Multi-Rate) is ETSI's speech-optimized codec for GSM and UMTS mobile networks. AMR-NB operates at 8 kHz mono (4.75-12.2 kbps), while AMR-WB extends to 16 kHz (up to 23.85 kbps).
Converting OGG to AMR applies extreme speech-tuned compression, producing files suitable for telephony systems, voicemail platforms, and MMS messaging. This is strictly a voice-content conversion — AMR's narrow frequency range makes it unsuitable for music.
AMR is the native codec for mobile telephony infrastructure worldwide. Voicemail systems, IVR platforms, and MMS gateways require AMR or 3GP input. If OGG-encoded voice recordings need to enter the telecom pipeline, AMR conversion is necessary.
The extreme compression (OGG at 128 kbps to AMR-NB at 12.2 kbps) enables mass storage of voice content. Interview archives, call recordings, and dictation files stored as OGG can be compressed dramatically for long-term archival while remaining playable on any mobile phone.
FFmpeg decodes the Vorbis stream, resamples to 8 kHz (AMR-NB) or 16 kHz (AMR-WB), downmixes to mono, and encodes using libopencore-amrnb or libopencore-amrwb. The AMR encoder uses ACELP (Algebraic Code-Excited Linear Prediction) optimized for speech. Since both Vorbis and AMR are lossy, transcoding compounds quality loss. Output is raw AMR (.amr) or wrapped in 3GP for broader compatibility.
Double lossy transcoding produces lower quality than direct PCM-to-AMR conversion. AMR-NB (300-3400 Hz) sounds like a standard phone call. AMR-WB (50-7000 Hz) provides HD Voice quality. Neither is suitable for music. Start from the highest quality OGG source available.
