FFmpeg decodes WMA audio from the ASF container to raw PCM, then re-encodes to Vorbis using libvorbis at the selected quality level (q0–q10, where q5 equals roughly 160 kbps VBR and q8 approximates 256 kbps). The output is wrapped in an OGG container with Vorbis comments for metadata. Sample rate and stereo layout from the WMA source are preserved.
