FFmpeg decodes FLAC to PCM and encodes using libvorbis (the reference Vorbis encoder) inside an OGG container. Vorbis at quality 5 (≈160 kbps) matches or exceeds MP3 at 192 kbps in double-blind listening tests. At quality 7 (≈224 kbps), it approaches transparency for most listeners. At quality 10, it is indistinguishable from the FLAC source for virtually all content. Vorbis is particularly strong at mid-bitrates where it handles transients and stereo imaging better than LAME MP3.
