M4V is Apple's MPEG-4 video container using H.264 and AAC codecs, while OGV (Ogg Video) is the video variant of the Ogg container format using the Theora video codec and Vorbis audio. OGV was designed as a completely royalty-free video format for the open web, championed by the Xiph.Org Foundation and Mozilla. Converting M4V to OGV produces video files that can be played without any patent-licensed codecs, making them ideal for open-source and web publishing contexts.
OGV exists to provide a completely patent-free video format for situations where using H.264 (which requires a patent license for certain commercial uses) is not acceptable. While WebM has largely superseded OGV for this purpose, OGV remains relevant for older web projects, Linux distributions that preinstall only free codecs, and educational or government institutions with strict open-source mandates.
FFmpeg decodes the M4V's H.264 video and AAC audio, then re-encodes using libtheora for video and libvorbis for audio. Theora encoding supports quality levels from 0 to 10, where 5-7 produces reasonable quality at DVD-like bitrates (2-4 Mbps). The output is muxed into an Ogg container. Theora is significantly less efficient than H.264, so OGV files are typically 30-50% larger at equivalent visual quality.
Theora's compression efficiency is roughly comparable to MPEG-4 Part 2 (DivX era) and noticeably inferior to H.264. At the same bitrate, H.264 produces sharper output with fewer compression artifacts. To achieve comparable visual quality to the M4V source, the OGV file will need a higher bitrate, resulting in a larger file.
