FFmpeg decodes the 3GPP source and encodes video using libtheora and audio using libvorbis, both in an OGG container. Theora quality ranges from 0 to 10, with 5-7 being typical. Theora is a less efficient codec than H.264 or VP9, so file sizes will be proportionally larger for similar visual quality.

Theora produces reasonable quality at 3GPP's low resolutions. The small frame sizes (176x144 to 352x288) mean there is little visual information to encode, so even Theora's less efficient compression handles it adequately. At quality 5-6, the output is visually comparable to the 3GPP source. Vorbis audio at 128 kbps is transparent.
