M2TS contains H.264/H.265 video at Blu-ray or AVCHD quality levels (17-50 Mbps). OGV (Ogg Video) pairs the Theora video codec with Vorbis audio in an Ogg container — a completely royalty-free, open-source video format. Theora is derived from VP3 and offers reasonable quality without any codec licensing requirements. Converting M2TS to OGV creates patent-free video from professional HD sources.
OGV is required for platforms that mandate patent-free video — Wikipedia/Wikimedia Commons (which uses OGV for all video), open-source documentation projects, and websites committed to using only freely-licensed technology. While technically inferior to modern codecs, OGV remains relevant for its complete freedom from patent claims and licensing fees.
FFmpeg demuxes the M2TS and re-encodes using libtheora for video and libvorbis for audio. Theora uses block-based DCT similar to H.263 but avoids all patented techniques. Quality is set via a target bitrate or Theora quality parameter (0-10). Multi-channel audio from M2TS is downmixed to stereo Vorbis. The OGG container uses page-based framing for streaming support. Resolution should typically target 480p-720p where Theora performs best.
Theora is significantly less efficient than H.264 — to match the visual quality of 5 Mbps H.264, Theora needs approximately 10-15 Mbps. At 720p with 6-8 Mbps, Theora produces acceptable web-quality video from M2TS sources. Detailed textures and fast motion show more artifacts than H.264 at equivalent bitrates. The quality sacrifice is the price of complete patent freedom.

M2TS to OGV conversion serves the specific need for patent-free video from professional HD sources. Quality is lower than modern codecs, but total freedom from licensing is valuable for Wikipedia, open-source projects, and freely redistributable media.
