MP2 (MPEG Audio Layer 2, also known as Musicam) is the broadcast audio standard used in DVB (Digital Video Broadcasting), DAB (Digital Audio Broadcasting), DVD-Video, and European television. Operating at typical bitrates of 192-384 kbps, MP2 provides robust audio quality with lower decoder complexity than MP3, making it the preferred codec for broadcast infrastructure since the 1990s.
Converting MP2 to 3GP re-encodes broadcast-quality audio into AMR-NB or low-bitrate AAC inside a 3GPP mobile container. This extreme conversion targets legacy mobile devices and telephony systems, moving audio from professional broadcast infrastructure to basic mobile delivery.
Some broadcast content needs redistribution on mobile platforms where feature phones are the primary devices. Converting MP2 broadcast audio to 3GP enables distribution through MMS, mobile web, and basic streaming to devices that do not support MP2 decoding.

FFmpeg decodes the MP2 bitstream (subband coding with 32 subbands, similar to MP1 but with additional psychoacoustic modeling) and re-encodes to AMR-NB (8 kHz mono, 4.75-12.2 kbps) or AAC-LC at low bitrate in a 3GP container. MP2 broadcast audio at 256 kbps stereo becomes approximately 12.2 kbps mono AMR-NB — a 20x bitrate reduction.
Quality loss is substantial. MP2 at 256 kbps provides FM-radio-quality stereo audio. AMR-NB at 12.2 kbps provides telephone-quality mono speech only. Music and complex audio are severely degraded. Using AAC at 64 kbps in 3GP preserves significantly more quality than AMR-NB, especially for music content from broadcast sources.
