MP1 (MPEG Audio Layer 1) is the first audio compression standard from the MPEG-1 specification, standardized in 1993. It operates at bitrates from 32 to 448 kbps with relatively low computational complexity, making it suitable for the limited hardware of early 1990s devices. MP1 was primarily used in Video CD (VCD) and some Digital Audio Broadcasting (DAB) systems.
Converting MP1 to 3GP re-encodes this early MPEG audio into AMR-NB or low-bitrate AAC inside a 3GPP mobile container. This moves audio from a legacy broadcast format to a legacy mobile format, targeting feature phones and basic telephony systems.
MP1 files are virtually unplayable on modern devices — no smartphone, streaming platform, or web browser includes an MP1 decoder by default. Converting to 3GP makes the audio accessible on basic mobile phones that support 3GPP playback, which is one of the most universally supported mobile formats for legacy devices.
If you have archival audio from VCD or DAB systems stored as MP1, converting to 3GP enables distribution through MMS and basic mobile playback in regions where feature phones remain common.
FFmpeg decodes the MP1 bitstream using its MPEG audio decoder (which handles all three MPEG audio layers) and re-encodes to AMR-NB (8 kHz mono, 4.75-12.2 kbps) or AAC-LC at low bitrate inside a 3GP container. MP1 typically uses 384 kbps for stereo CD-quality audio on VCDs. The downgrade to AMR-NB at 12.2 kbps represents a 30x bitrate reduction with corresponding quality loss.
MP1 at 384 kbps provides near-CD quality audio. AMR-NB at 12.2 kbps produces telephone-quality speech only. The quality loss is dramatic — music will sound heavily compressed and bandwidth-limited. If the target device supports AAC in 3GP at 64 kbps, the quality is significantly better than AMR-NB but still well below the MP1 source.
