WMV uses Microsoft's proprietary VC-1 codec, while OGV (Ogg Video) uses the Theora video codec — a completely patent-free format released into the public domain by On2 Technologies via the Xiph.Org Foundation. OGV combines Theora video with Vorbis audio in the OGG container. It was the primary open-source web video format during the early HTML5 era and remains the required format for Wikipedia/Wikimedia Commons video uploads. Converting WMV to OGV moves Microsoft's proprietary content into the most legally unencumbered video format available.
OGV is the only video format where both the container and codecs are completely free of patent claims. This makes it mandatory for Wikipedia media, some government websites, and free software projects with strict licensing policies. FFmpeg decodes VC-1 video and WMA audio from the ASF container, re-encodes video to Theora using libtheora at quality q1–q10, and audio to Vorbis using libvorbis. Theora supports resolutions up to 1080p theoretically but is most efficient at 480p–720p. The OGG container wraps both streams with metadata via Vorbis comments. Encoding speed is moderate — Theora is simpler than VP9 but less efficient.
Theora is roughly one generation behind H.264 in compression efficiency. At 480p, Theora produces acceptable web-quality video at 1–2 Mbps. At 720p, target 3–5 Mbps for clean results. Above 720p, Theora's limitations become apparent — file sizes balloon without proportional quality gains. For the best OGV results, stay at 720p or below.
