FFmpeg decodes WAVE PCM and re-encodes to MP3 (libmp3lame) or AAC (aac encoder) within an FLV container. The FLV format supports MP3 at up to 320 kbps and AAC-LC at up to 576 kbps. Audio-only FLV files contain no video stream — just the audio with FLV container headers. The FLV muxer writes audio tag headers with timestamp, codec ID, sample rate, and channel information for each audio packet.

Quality depends on the chosen audio codec and bitrate. MP3 at 192-320 kbps in FLV provides good quality. AAC at 128-256 kbps provides better quality at equivalent bitrates. Both represent lossy compression from the uncompressed WAVE source, with typical perceptual transparency achieved at 128+ kbps for AAC or 192+ kbps for MP3.
