OGV (Ogg Video) is the open-source video container from the Xiph.Org Foundation, combining Theora video with Vorbis audio in the Ogg container. Converting 3G2 to OGV transforms old CDMA phone recordings into a completely patent-free, open-source video format. OGV was the first widely-adopted open web video format and is still supported by Firefox, Chrome, and open-source media players.
While OGV has largely been superseded by WebM (VP8/VP9 + Opus/Vorbis in a Matroska container) for web video, it remains relevant in specific open-source ecosystems, educational platforms, and legacy web applications that were built around the Theora codec before WebM became available.
OGV conversion is primarily relevant for organizations and projects committed to exclusively open-source, patent-free media formats. Educational institutions, government agencies with open-standard mandates, and free software projects may require OGV for policy compliance. The Theora codec, while less efficient than H.264 or VP9, carries no patent encumbrances.
OGV is also used in legacy web applications that predate WebM adoption. Websites and educational platforms built with Theora playback during the 2008-2012 period may still expect OGV input. Converting 3G2 files for these systems ensures the content plays correctly in the existing infrastructure.
FFmpeg re-encodes the 3G2 video using the libtheora encoder for Theora video and libvorbis for Vorbis audio, muxing both into the Ogg container. Theora encoding uses quality level 5-7 (equivalent to roughly 400-800 kbps for low-resolution content). Audio is encoded at Vorbis quality 4-5. The Ogg container uses page-based multiplexing with separate logical bitstreams for video and audio.
Theora is significantly less efficient than H.264, meaning OGV files are larger at equivalent quality. For 3G2 source material at 176x144 or 352x288, the quality difference is minimal since there is very little detail to preserve. At reasonable bitrates, the OGV output looks comparable to the original 3G2 content.
