OGV (Ogg Video) is the video extension of the Ogg container, using Theora video and Vorbis audio — both developed by Xiph.org as completely open, royalty-free codecs. MPEG files use patented MPEG-1/2 codecs, while OGV provides a fully patent-free alternative. Converting MPEG to OGV produces video playable via HTML5 in Firefox and Chromium without any licensing concerns.
In the era of HTML5 video adoption (2010-2015), OGV was crucial for serving video without patent royalties. While VP9 and AV1 have largely succeeded Theora for new open-format video, OGV remains relevant for organizations with strict open-source policies, Wikipedia (which hosts all video as OGV/WebM), and legacy web applications built around the Theora codec.

FFmpeg transcodes using libtheora for video and libvorbis for audio: `-c:v libtheora -q:v 7 -c:a libvorbis -q:a 5`. Theora quality ranges from 0 (lowest) to 10 (highest), with 7 being a good general-purpose setting. Theora does not support B-frames and is purely I/P-frame based. The encoder is single-threaded, so conversion is slower than H.264.
Theora is roughly equivalent to H.264 Baseline in compression efficiency — significantly behind H.264 Main/High profile and H.265. At equivalent bitrates, Theora produces softer output with more ringing artifacts than modern codecs. Compensate by using higher bitrates (approximately 2x what you would use for H.264 at the same perceived quality).
