SWF (Shockwave Flash) is Adobe's discontinued multimedia format. OGV (Ogg Video) is an open-source video container using the Theora video codec and Vorbis audio codec, developed by the Xiph.Org Foundation as a royalty-free alternative to patent-encumbered formats like H.264/MP4. OGV was a significant format in the early HTML5 video era, championed by Firefox and Wikipedia as a DRM-free, patent-free video standard. OGV is the only widely-deployed video format that is completely free of patent claims and licensing fees. The conversion engine uses FFmpeg to decode the SWF content and re-encode using the Theora video codec and Vorbis audio codec in an OGG container. Theora encoding uses quality-based targeting for optimal visual quality. Vorbis audio uses VBR at quality 5 (approximately 160 kbps). The output is a standard .ogv file playable in VLC, Firefox, and all GStreamer-based players.
Theora video quality is adequate but not competitive with H.264 or VP9 at the same bitrate. At reasonable quality settings, Theora produces acceptable video for web viewing and archival. For Flash content that was typically low-resolution (320-800 pixels wide), Theora encoding produces visually sufficient results. For maximum quality, H.264 in MP4 or VP9 in WebM are superior choices.
