FFmpeg decodes the M4B's AAC to PCM and encodes using libopus inside a WebM container. Opus in SILK mode is optimized for speech below 16 kbps; in hybrid mode it blends speech and music models. For spoken word, 32-48 kbps Opus produces excellent results. The WebM container (Matroska subset) does not support M4B-style chapters natively, but Matroska chapter metadata can be added.
