MPEG Transport Stream is the broadcast industry's delivery container, while Ogg Video (OGV) is the open-source community's royalty-free video format. Converting TS to OGV repackages broadcast content using the Theora video codec and Vorbis audio codec within the Ogg container — a fully patent-free combination championed by the Xiph.Org Foundation.
OGV was historically important as the only patent-free video format supported by Firefox and other open-source browsers before WebM gained traction. It remains relevant for platforms committed to fully open-source media stacks, Wikipedia/Wikimedia Commons (which requires patent-free formats), and embedded Linux systems using open-source-only codecs.
The converter decodes the TS broadcast video (MPEG-2 or H.264) and re-encodes using the Theora codec, which is based on VP3 with enhancements. Audio is transcoded to Vorbis. Theora uses 8x8 DCT blocks, half-pixel motion compensation, and flexible quantization. The Ogg container provides page-based multiplexing with CRC checksums. Output quality is controlled by a quality target (0-10) or bitrate target.
Theora is significantly less efficient than H.264 or VP9 — it requires roughly 50% more bitrate to achieve comparable visual quality. At 4-6 Mbps, Theora produces acceptable 720p quality. For HD broadcast content, expect either larger files or lower quality compared to modern codecs. The trade-off is complete patent freedom.
