FFmpeg decodes the AAC or ALAC stream inside the M4A container, then re-encodes to AMR-NB (8 kHz mono, 4.75-12.2 kbps) or AAC-LC at a low bitrate inside a 3GP container. If the M4A already contains AAC and the target 3GP also uses AAC, a simple remux without re-encoding may be possible, preserving the original quality. The 3GP container is a profile of ISO Base Media File Format, closely related to the MP4 container the M4A came from.

If using AMR-NB in 3GP, expect telephone-grade audio (300-3400 Hz bandwidth). Music is severely degraded. If using AAC in 3GP at the same bitrate as the source M4A, quality is preserved through stream copy. At reduced AAC bitrates (32-64 kbps), quality is noticeably lower but acceptable for voice.
