FFmpeg decodes the Vorbis stream from OGG and encodes to MP3 or PCM within an AVI RIFF container. AVI cannot hold Vorbis audio natively, so transcoding is required. PCM preserves full decoded quality; MP3 introduces additional lossy encoding.
