ICO (Windows Icon) is a multi-resolution icon container used for Windows application icons and web favicons. GIF (Graphics Interchange Format) is a widely supported web image format with 256-color palette support and binary transparency. Since ICO icons typically use limited color palettes and small dimensions, GIF's 256-color restriction is often not a limitation. Simple application icons and favicons frequently use fewer than 256 colors, making GIF a natural fit for icon image distribution.

GIF is universally supported in web browsers, email clients, forum software, and legacy CMS platforms. When you need to embed icon images in HTML emails, wiki pages, or forum posts, GIF provides guaranteed display compatibility. Unlike ICO, which only renders properly in browsers as favicons or in Windows shell, GIF displays inline in any web context.

GIF's binary transparency support is sufficient for most icon images, which typically have hard-edged (non-anti-aliased) transparency boundaries. Simple icons with flat colors and hard edges convert to GIF with no visible quality loss.

The largest resolution image from the ICO container is extracted and decoded to an RGBA pixel buffer. The full-color image is then quantized to a 256-color adaptive palette. If the ICO has alpha transparency, pixels below a threshold opacity are mapped to GIF's single transparent color index. The output follows the GIF89a specification with LZW compression. Since most icons use limited color palettes, the quantization step often preserves the exact original colors.

Most icons use fewer than 256 colors and will look identical in GIF. Complex icons with gradients or photographic elements may show slight color differences.

GIF supports binary transparency (fully opaque or fully transparent). Hard-edged icon transparency is preserved. Anti-aliased semi-transparent edges become fully opaque or fully transparent.

The GIF has the same pixel dimensions as the largest image in the ICO file, typically 256x256, 48x48, or 32x32 pixels.

ICO files are not animated -- they contain multiple static images at different resolutions. Animated cursor files (.ani) are a different format.

Very small. A 256x256 icon with limited colors typically produces a GIF under 10 KB due to LZW compression and the small dimensions.
